The USA Visa Lottery released a list of countries not eligible to apply for 2015 because according to them natives from these countries have a total of more than 50,000 immigrants to the United States in the previous five years,

BANGLADESH, BRAZIL, CANADA, CHINA (mainland-born), COLOMBIA, DOMINICAN REPUBLIC, ECUADOR, EL SALVADOR, HAITI, INDIA, JAMAICA, MEXICO, PAKISTAN, PERU, PHILIPPINES, SOUTH KOREA, UNITED KINGDOM (except Northern Ireland) and its dependent territories, and VIETNAM.
Persons born in Hong Kong SAR, Macau SAR, and Taiwan are eligible.
A lot of people are saying Nigeria is on the list but according to wikipedia DV-2015: Nigeria will become ineligible, as per the recently released 2012 immigration statistics. so for now I guess Nigeria is still on the list. Check out their websites for more details.
